World Bank Delegation Works with HFIC within the Framework of the Joint Capital Market Development Program (J-CAP Vietnam)
On October 10, 2025, Ho Chi Minh City State Financial Investment Company (HFIC) welcomed a delegation from the World Bank (WB) to HFIC’s headquarters within the framework of the Joint Capital Market Development Program (J-CAP Vietnam).
The WB delegation was led by Mr. Zsolt Bango – Task Force Leader, along with other senior financial experts from the WB. On the HFIC side, the delegation was received by Mr. Truong Tuan Anh – General Director of HFIC, together with representatives of relevant professional departments.


The main objective of the mission was to explore long-term financing needs for the development of Ho Chi Minh City’s infrastructure and the potential for cooperation with HFIC – the city’s key public financial institution – in fulfilling this task.

During the meeting, the WB experts shared new approaches to risk financing and multi-sector financing for investment in key areas such as transport infrastructure, energy, science & technology, and innovation. They emphasized the importance of prioritizing correctly, allocating resources efficiently, and using blended finance effectively from various sources tailored to each project. The experts also shared international experiences on new capital mobilization instruments and back-to-back guarantee mechanisms to reduce risks and build efficient financial models.

HFIC leadership discussed strategies to effectively connect the public and private sectors to mobilize social resources in support of the city’s strategic objectives. HFIC also expressed interest in continuing to receive WB support for effective access to development capital and to share expertise in management, capital mobilization, and green finance.

The WB experts affirmed that this mission focuses on supporting Vietnam through knowledge sharing, global research, technical assistance, and establishing sustainable financial partnerships. Both parties appreciated the effectiveness of the meeting, opening prospects for cooperation to promote the city’s sustainable development goals.
