Pioneering investments, expanding resources

1.1. Direct Project Investment

HFIC takes the lead in investing in key strategic sectors of Ho Chi Minh City such as social and technical infrastructure, healthcare, education, water supply, and environmental treatment — creating momentum for socio-economic development in the City and the Southern Key Economic Region.

As a pioneering investor, HFIC employs counterpart funding mechanisms to attract participation from multiple economic sectors. This approach helps mobilize additional credit resources from financial institutions, thereby expanding investment scale and enhancing project effectiveness.

Prominent infrastructure enterprises in which HFIC has co-founded or invested include:

  • Ho Chi Minh City Infrastructure Investment JSC (CII)
  • Kenh Dong Water Supply JSC (KENHDONG)
  • Refrigeration Electrical Engineering Corporation (REE)
  • Tan Cang – Hiep Phuoc Port JSC

These companies have demonstrated strong performance, contributing significantly to the City’s infrastructure and sustainable development.

In addition, HFIC is currently the investor of the HFIC Office – Commercial Complex at 33–39 Pasteur, envisioned as a future hub for fintech collaboration and the City’s digital finance ecosystem.

1.2. Equity Investment in Enterprises

HFIC’s investment portfolio totals approximately VND 6,545.9 billion, comprising:

  • 03 wholly-owned subsidiaries (total investment of VND 2,619.3 billion)
  • 27 affiliated companies (total investment of VND 3,926.6 billion)

Investment activities focus on increasing capital in existing enterprises, receiving transferred equity from companies under the City People’s Committee, and strategically restructuring or divesting to optimize portfolio efficiency.

Most investee enterprises operate efficiently, maintain sound financial standing, and distribute annual dividends, thereby enhancing the value of State capital and public financial resources. Beyond financial returns, HFIC also undertakes investments assigned by the City for public policy objectives — contributing to the development of infrastructure, education, healthcare, and other key social sectors.
