HFIC receives and manages capital entrusted for investment, investment lending, debt recovery, and the allocation of capital for projects and works from the City Budget, as well as from domestic and foreign organizations and individuals.

In the past period, HFIC effectively managed and utilized entrusted budget capital for its intended purposes. Typical projects include: The Price Stabilization Program for essential goods, the renovation of the power grid within the City, Investment in the Kenh Dong Water Supply Network, the Construction of the City Asset Auction Service Center headquarters, the Science and Technology Information Center, Loans to socio-political organizations (HCMC Farmers' Association, HCMC Women's Union, HCMC Youth Union, HCMC Veterans Association, and HCMC Federation of Labor), and the Phu My Investment and Construction Project.

Key entrusted funding sources include:

• Power Grid Rehabilitation Projects within Ho Chi Minh City
• Ho Chi Minh City IT Human Resource Development Support Fund
