(Thanhuytphcm.vn) - At the opening session of the 13th National Party Congress on the morning of January 26, Comrade Trần Quốc Vượng, Member of the Politburo and Standing Secretary of the Secretariat, presented the report reviewing the leadership and direction of the 12th Central Committee of the Party.
Significant achievements have been attained, enabling the country to continue its development.
The report emphasized that during the past term, the global and regional situation evolved rapidly and complexly, making forecasts difficult. Especially in 2020, due to the impact of the Covid-19 pandemic, the world economy faced a severe crisis and recession; major countries adjusted their strategies, intensified competition, and strengthened trade protectionism. Domestically, in the early and late years of the term, the economy encountered numerous difficulties; climate change, natural disasters, storms, and floods caused heavy damage, and the Covid-19 pandemic developed in a complicated manner. In this context, the 12th Central Committee focused on leading the entire Party, the people, and the military to strive to achieve the objectives and tasks set by the 12th National Congress, achieving many significant accomplishments and enabling the country to continue developing.
Regarding leadership and direction in Party building, the report also affirmed that comprehensive and systematic measures were implemented to build and rectify the Party, focusing on resolutely implementing the 4th Central Resolution of the 11th and 12th terms, linked with Directive 05 of the Politburo on promoting learning and following Ho Chi Minh's ideology, ethics, and style.
During the past term, 36 inspection delegations led by Politburo members and Secretariat members were established to inspect 110 Party organizations for compliance with Party Charter, resolutions, and directives; disciplinary measures were considered for 10 Party organizations and 52 Party members, including high-ranking officials of the Party and State, key local and unit leaders, and senior officers in the armed forces. Some cases required criminal proceedings, ensuring democracy, solidarity, fairness, accuracy, transparency, timeliness, and humanity. Many complex and sensitive cases, attracting public attention and complaints, involving multiple levels and sectors, and Party members under the management of the Politburo and Secretariat, were thoroughly examined and strictly handled.
Regarding leadership and direction in anti-corruption, misconduct, and waste prevention, numerous resolutions, directives, decisions, regulations, and conclusions were issued to strengthen guidance and management; institutional frameworks for socio-economic management were gradually improved to prevent corruption and waste. The Central Steering Committee for Anti-Corruption was regularly reorganized, renewed, and its quality and effectiveness enhanced. Leadership focused on detecting and handling corruption, combining disciplinary, administrative, and criminal measures. Coordination between Party inspection, supervision, audit, investigation, prosecution, and trial was strengthened to create a synchronized force for effective anti-corruption efforts. Investigations, prosecutions, trials, and asset recovery were directed decisively, strictly, and effectively. Many major, serious, and complex cases involving high-ranking officials under central management were discovered and strictly handled, leaving a significant mark and strengthening public trust in the Party and State.
The Politburo disciplined 11 officials and Party members, including 2 Politburo members, 1 former Politburo member, 4 Central Committee members, 2 former Central Committee members, and 2 Deputy Ministers of Public Security who were not Central Committee members.
The Secretariat disciplined 41 officials and Party members, including 12 former Central Committee members. Attention was given to guiding and managing the detection and handling of corruption at local and grassroots levels; preventing and addressing harassment, misconduct, and obstacles for citizens and businesses, gradually resolving the "hot top, cold bottom" issue.
Leadership must be comprehensive but determined, focused, and prioritized.
According to Comrade Trần Quốc Vượng, the results achieved during the 12th Congress term are highly significant, not only creating a major imprint and a foundation for the coming years but also generating confidence and momentum for the entire Party, military, and people to overcome difficulties and challenges and seize opportunities for a new era of development.
However, the leadership and direction of the 12th Central Committee, Politburo, and Secretariat had some limitations: the institutionalization and concretization of some Party resolutions were slow; implementation remained weak. Leadership in state management of socio-economic affairs, political security, social order, resource and environmental protection had certain shortcomings. The deployment of key national projects and disbursement of public investment capital were slow. Some people’s livelihoods remained difficult. At times and places, the organization and implementation of policies and public service remained weak; discipline and order were not strict. Some Central Committee members (full and alternate) lacked exemplary behavior, violating Party principles and State laws, leading to Party disciplinary and criminal handling.
These shortcomings and limitations stem from both objective and subjective causes, with the main reason being limitations in leadership methods of the Central Committee, Politburo, and Secretariat in certain areas; insufficient decisive leadership in implementing resolutions; unclear individual responsibilities in some fields and localities. The Central Committee, Politburo, and Secretariat sincerely self-criticize before the Congress, the entire Party, and the people regarding the above shortcomings.
In reviewing the leadership and direction of the 12th Central Committee, Comrade Trần Quốc Vượng also candidly acknowledged shortcomings such as the unsatisfactory implementation of some key national projects; inadequate leadership in balancing economic development with environmental protection in many areas; insufficient attention to socio-economic planning in some localities; slow resolution of long-standing issues with legal obstacles. Mechanisms and policies for disbursing public investment funds linked to law implementation, privatization, and improving state-owned enterprises’ efficiency were slow and ineffective. From these limitations, Comrade Trần Quốc Vượng drew lessons, emphasizing that leadership must be comprehensive yet determined, focused, and prioritized. Direction must involve strong determination, great effort, decisive action, creativity, vigilance, active monitoring of global developments, timely practical summaries, solid theoretical development, innovative spirit, and combatting incorrect and hostile views. Forecasting new developments and arising issues must be enhanced to promptly propose appropriate policies and methods.
