The 2nd Conference on Developing the Project for Organizing and Restructuring Local Development Investment Funds

On October 16, 2025, at the headquarters of the Ba Ria - Vung Tau Development Investment Fund, the Steering Committee for the Project on Organizing and Restructuring Local Development Investment Funds (LDIF) held its 2nd Conference.

The conference was organized to continue reviewing and finalizing the Draft Project on organizing and restructuring the Funds, ensuring alignment with the provincial administrative unit restructuring policies for submission to the City People’s Committee (CPC) for the second time.

Overview of the working session

Participants included representatives from Ho Chi Minh City State Financial Investment Company (HFIC), including Mr. Nguyen Ngoc Hoa – Chairman of HFIC Members’ Council; Mr. Truong Tuan Anh – Member of the Members’ Council and General Director of HFIC; along with other members of the Members’ Council, Executive Board, Head of the Supervisory Board of HFIC, and Heads of departments and divisions of HFIC. From the Binh Duong Development Investment Fund (BDIF) and Ba Ria – Vung Tau Development Investment Fund (BVDIF), there were Mr. Nguyen Ngoc Huan, Director of BDIF, and Mr. Nguyen Dinh Nguyen, Director of BVDIF; together with executive leaders and representatives of several departments of these units.

At the conference, participants reached a high level of consensus on the principles, viewpoints, and necessity of restructuring the Funds by merging them into HFIC, aiming to unify a single focal point and effectively carry out the functions of local development investment funds. Based on the overall assessment of the current status and review results of the units, participants actively discussed and contributed ideas to finalize the 2nd Draft of the Project.

The conference concluded that the Draft Project basically meets the required content and agreed on the timeline to report the 2nd Draft of the Project to the City People’s Committee (after incorporating the feedback from the conference), aiming for submission within October 2025 as scheduled.

In the upcoming period, the relevant units will continue to coordinate closely, exchange information, and research and propose necessary preparatory contents for the operations of the units to be ready for implementing the Project immediately after approval by the competent authorities.
